I agree a required reason would likely be abused with non comments like "Should be reopened". OK that point alone has won me round. Maybe we should be able to see the user that voted so we can ping them in chat to ask for a reason? Either way you're right it is an edge case.

This is the kind of thing I was thinking when raising the question. My thinking was, once the question has an accepted answer the main use of the tags is for people to find the answer to that question not the question in order to answer it. But I expect this could become a problem if people keep tagging questions based on their answers.

No I was just thinking about how to keep answers at a high quality as the years go by. Didn't consider the SEO side of it though

OK so would you recommend adding new answers to old questions where updates to the RDBMS in question have caused an old answer to be incomplete?
